2011年能源行业总体运行良好，但也出现“淡季电荒”、火电厂亏损加剧等不稳定因素。煤炭行业利润同比增长超过20%，安全生产形势好转，但产能扩张过快与运输瓶颈矛盾依然突出。油气供需形势总体平衡，但存在炼厂亏损、天然气价格偏低等问题。电力季节性、区域性供需矛盾比较突出，火电业务亏损加剧。针对能源行业运行中的一系列问题，本篇提出了促进能源工业健康发展的政策建议。In
general, the energy industry was in good condition in the year 2011, while
there also existed unstable factors, such as power shortages during offseason,
widening loss suffered by power plants, and so on. The coal industry profit saw
a year-on-year rise of more than 20 percent, and the situation of work safety
got better, while the contradiction between the fast-expanding production
capacity and the transportation bottleneck remained sharp. In oil and gas the
overall supply and demand conditions were balanced while problems went on, such
as the loss at oil refineries, low gas prices and so on. In power supply and
demand the seasonal and regional imbalance was great and power plant loss kept
increasing. And for the variety of problems in the energy industry, policy
suggestions are put forward in this article in an attempt to promote the
healthy development of the energy industry.
